who is in this picture?

I started a new book - The Prophet by Frank Paretti - I found on my bookshelf, I think it was one of Dad's old books that I salvaged at one of our yard sales (probably stole from Julies pile) - but I was reading last night and this picture fell out. Is it Julie? And if so, where is she? At the old house in Charlotte?
